Instability in South Asia due to insurgent movements: causes and remedies

[The author was invited by the All Parties Parliamentary Group and the London Institute of South Asia to read a paper on Insurgent Movements in India at a seminar held on July 14, 2010 at the Betty Boothroyd Room, Westminister]

Insurgency is widespread in the entire region. From Burma to Afghanistan and from Kashmir to Sri Lanka, nations are either still locked in bloody conflicts or are poised for one or have just come out of it. Potential cold-war situation has existed between India and Pakistan , despite simulated expression of good intentions and carefully orchestrated aggressive official policy of promotion of friendship. Still worse situation exists in many other countries in Africa and the rest of Asia . The first question to be asked is easy enough to ask and is as easy to answer. Stronger than even the ill-will encouraged by the diversity of regions, the multiplicity of races and languages, a man-made factor may be seen at the root of the conflicts that have flared up in many countries in the recent past. Many ills of humankind can be seen to date back to October 24, 1648, when, ironically, the Peace Treaty of Westphalia became a reality after long-lasting warfare and tortuous, protracted negotiations involving most of the European powers, except England and a few others.

This peace treaty redrew the map of Europe and paved the way for the emergence of nation states. It contravened one basic feature of human migration across the globe. No nation belonged to any one race, cultural or ethnic group. In every territory deemed sovereign, there is a sprinkling of many racial groups interspersed due to a universal pattern applicable to a vast majority of nations. The pattern of migration has never been a very neat affair. It was difficult to isolate definable groups within definable areas in most of the countries. When food was abundant, and needs limited, not much conflict was noticeable. The absence of a settled concept of human rights took care in sweeping many brutal acts of governments under the carpet. That situation did not last very long. As politics began to dominate all other aspects of life, human nature yielded to what Nietzsche calls “the will to power, the will to overpower,” situation changed dramatically for all. Potential conflict prospects appeared all over in many countries and manifested themselves in the form of civil wars, ethnic conflicts and religious skirmishes. This has happened in Africa where civil wars continued for decades. Ethnic conflicts exist in the countries that broke away from the Soviet Union . Ethnic conflicts exist some of the European States. The Kyrgyz and Uzbeks are currently at each other’s throat in Kyrgyzstan . If we magnify the situation and take it back in time, we get Hitler’s Germany which eventually plunged the entire world into a very destructive war. The only point sought to be made here is that the nations based on the basic premise of the Peace of Westphalia are not conducive to the promotion of peace in the world but in fact have become the cause of social unrest everywhere and the source of conflict the world over.

In India the problem is much more accentuated. Before the British decolonisation in 1947, India was not a single nation. Neither had it ever been one in history. At the time of de-colonisation, it consisted of at least five hundred territorial units that would qualify for nationhood by any prevalent standards. To complicate the matter, India is a veritable Tower of Babel . It has many languages and dialects that have passionately devoted users. Some of these nations are territorially larger than several European nations and have populations which could populate them several times over. In India one can come across hundreds of ethnic groups, some of which are fiercely sectarian in nature. The language policy followed by the government is so inadequate that it has come very near to smothering and killing several languages that have existed independently for centuries and are still spoken by large numbers. To take just one example, Hindi, the national language, has almost squeezed the life out of Maithili, Bhojpuri, Awadhi, Braj to name a few and has weaned away Himachali, Rajasthani (Bagri), and Dogri from their parent language, Punjabi, eventually to mete the same treatment to them. This has had several devastating consequences. Children educated in Hindi cannot relate to the experiences of centuries of knowing their own language and cannot uphold the culture of their forefathers. It gives them a floating, uprooted, surface personality denuded of cultural contents. A vast majority of them drop out of schools because they are not able to cope up with the many tensions of great magnitude that plague their little lives. Some social scientist will someday study the impact of this phenomenon and will tell us of the devastating impact on the individual lives and on the social fabric of the affected regions.

The artificial nature of the state created by the British colonisers has become a deep underlying cause of insurgency in the Indian part of South Asia .

The second underlying cause, peculiar to India is just as vital to understanding the problem. India has a caste system that divides people into potential warring groups. It is divinely sanctioned and cannot be abrogated by humans. It is driven by intense hatred that has not abated in the last four thousand years and by yearning of the ‘higher’ castes to accept nothing less than abject subservience from the ‘lower’ ones. It confers on the ‘higher’ castes the absolute right to plunder the wealth of the ‘lower’ ones. Earlier on in history this sinister game was played by the Brahmins in collaboration with the rulers to the mutual benefit of both. The Hindu rulers saw the advantage and needed no goading. The surprising part is that even the Mughal, the Portuguese and the British rulers obliged the Brahmins by supporting their caste status and their caste system. A telling incident from the British Indian history may be briefly referred to. The lower caste women in Kerala were obliged to keep their upper body uncovered for the gratification of the upper castes. The women of the state after colonisation represented to the British rulers requesting that the inhuman practice be discontinued. This was the Maliayali Memorial of 1891. The British refused to intervene and let the grotesque custom continue in their dominion. The local British government refused to afford relief even to those women who had converted to Christianity. The incident exposes the ‘civilising mission’ of imperialism but that is another matter. For our purpose we need just to note that the successive rulers, even when they belonged to different faiths, even when they wielded absolute power, were mere slaves of their slaves when it came to ridding the society of unjust social practises. Today India is ostensibly a democratic country with a written constitution that abolishes caste. The government of the country is presided over effectively by a Christian lady of foreign origin and a Sikh prime minister, personally both of whom are staunch supporters of a casteless society. The country is poised to include information on caste status in the ongoing decennial Census Operation in the country.

Some indications are available to support the proposition that in future the policies of the Indian state will be increasingly based on the dictates of religious texts. Recently the Supreme Court of India legitimised live-in relationships. It drew its inspiration, not from the practise prevalent in the modern world but on the conduct of mythical gods Radha and Krishan. Similarly an English newspaper with a vast circulation recently decided to popularise ‘one night stand.’ It again went back to the Hindu religious texts for justification. It wrote that Bharat, after whom India is named, was born of such a chance union. It further clarified that Kunti the mother of the universally admired Pandvas was the mother of three sons born unconventionally. Of them one, Karan, was born before marriage and two were born in wedlock but from union with other than the husband. This reliance on ancient texts for future guidance has been increasing steadily since 1947 and tends to increase like the phases of the waxing moon.

The above incidents have been quoted just to point out the power of the caste mentality that no ruler, no moral influence, no religious reform movement, no form of governance has been able to eradicate from the common mind. It has to be treated as a permanent feature of the permanent cultural majority in India . M. K. Gandhi told officials of the Jat Pat Torak Mandal from the Punjab that caste is an integral part of Hinduism and cannot be eradicated if Hinduism is to be preserved. Dr. Ambedkar was also of the opinion that to destroy caste all the Hindu shastras would have to be done away with. Caste and the mentality of hate that it promotes has infiltrated into the Indian polity despite the fundamental law and holds the society into its vice like grip. No one should have any doubt that hatred and the desire of the minority to suppress the majority in the name of religion and ancient social customs, continues unabated. India might as well have been in the 18th century with a few gizmos and toys like telephones, buses and aircrafts thrown in from the 21st. Caste system and all the evils that come in its wake continue unmistakably to rule the mind of India .

The situation impacts the Indian polity in three prominent ways. Firstly, it persuades the ruling Brahmin-trader combine to believe that it owns the country in the same manner as medieval potentates owned their territories. This is the essence of the currently ruling philosophy of hindutva. Every group not representing hindutava or opposing its overriding pre-eminence is dubbed as composed of dangerous terrorists; in earlier times they were designated rakshasas. Riding the caste wave they have forged a permanent majority for themselves with the connivance of the willing slave castes. Democracy for them just means that the Combine, which has dexterously been able to harness the support of the fiercely divided castes, has the absolute right to rule every inch of India . They are unwilling to afford self rule to 86% Sikhs in the Punjab, to 80% Muslims in Kashmir, to 90% Buddhists in Ladakh, to the Christians in the North East of India, to the tribal population of central India and so on. For their absolutely unconstitutional assertion to rule everywhere in the name of hindutava, they are prepared to maim, kill, rape, burn, lynch people in any number anywhere in India, destroy their places of worship and subject their properties to arson. All this is going on in full view of the international media but such are the compulsions of trade that no one is able to even whisper disapproval. One prominent example of it is that the world media present in Delhi in the first week of November of 1984 took no notice of the genocide of the Sikhs happening in Delhi in the wake of assassination of Indira Gandhi by her own bodyguards.

Secondly, just as in the colonial days, the army has retained its character of an execution machine despite decolonisation. Personnel to it are recruited, not on merit as was the demand of the Sikhs during the last agitation, but suitability is determined by extraneous criteria based eventually on the ability to work for the philosophy of hindutava. In this context, this philosophy has been likened to fascism by some. Vastness of the country, its cultural diversity and the hunger for government jobs ensures that there always are a sufficient number of soldiers of different cultural affiliation available to suppress discontent in every place in India . In the 1971 war with Pakistan the Assam Regiment was posted on the Fazilka border and was commanded by a person who had been my senior at school. Many Assamese soldiers deserted the army at the very outset of the war. I, along with a number of villagers rounded up some of them and handed them over to the army authorities. I do not blame them for deserting. Assam was more than a thousand miles away and they did not understand what they were fighting for at Fazilka. It works in reverse also; the Central Reserve Police Force and the army in June 1984 had no sympathy for the Sikhs and could not care how justified their struggle was. They were told to kill the Sikhs, destroy their shrines and to do what a victorious army does in every country. They did it very well from the view point of their masters. So pleased was the prime minister with the work that she personally went to have a look at the destruction. Gallantry awards were given to soldiers who could not capture a fixed location occupied by 35 non-professional volunteers for seventy-two hours. Despite the fact that it was a David versus Goliath fight if one consider the difference in weaponry, it was celebrated as a gallant action. ‘Terrorists’ from the age of seven to eleven and many women pilgrims were taken prisoners of war.

The Sikh soldiers had been used for performing similar tasks in the North East of India. Each time a disturbance is quelled in any place we hear voices like, ‘the state police is not cooperating with the central forces.’ This is deemed to be a good excuse for others to intervene. The army has a long tradition of doing the bidding of the colonial power and that tradition has been continued with a vengeance even after decolonisation – giving strength to the argument that except for the ruling combine, no one can boast of being free and that many parts of India were re-colonised by the successor of the British Raj. In these circumstances, the army has become instrument of the new colonial power even more than during the British rule. As we study the nature of the Indian democracy, we become more and more convinced of the truth that it is underpinned by military force.

In the third place, the same sentiment is exploited to the hilt to recruit personnel to the secret services which provide inputs to the politicians and the media controlled solely by the upper castes, for the upper castes. This simply means that any dossier can be “sexed up” to any extent and weapons of mass destruction piled up by the ‘terrorists’ for destroying the entire world, particularly threatening the ‘ekta and akhandata’ (unity and integrity) of India, can be discovered in any place. For extra effect, “foreign hand” is seen to guide every protest movement, no matter how peaceful. Currently the young people in the Kashmir valley are resorting to stone pelting as a means of protest. Several teenagers have been killed by the para-military forces. The military has been called in to control the situation. Even the stone pelting is attributed by the Indian media to inspiration from Pakistan . In due course we will discover that particularly sharp and lethal stones are being manufactured across the border for supplying to these young men. If it did not tragically result in so many innocent people being killed, the approach would be hilarious.

That the Maoists are allegedly being trained by Tamil Tigers according to recent reports is formulated by the Indian secret services. It is forgotten that the Tamil Tigers, having been defeated and destroyed by the Sri Lanka armies, have no space to organise training camps and are no more functional. Nothing makes the Indian masses more jittery and apprehensive than the fear of the “foreign hand.” After all India was enslaved for a thousand years by the foreign powers. Pakistan under Benazir was accused of supporting the Sikh protest movement in India . It now transpires that it was she who betrayed the underground Sikh political leaders to India , thus paving the way for annihilating the movement for autonomy.

Another factor that makes the people rise against injustice is religious diversity. It is easy to incite the people of India against the Muslims who are blamed (unjustly) for the partition of India in 1947. The Indian Muslims have made no significant attempt to disabuse the Indian mind and to apportion blame for partition where it belongs. The underlying fear of being politically dominated by the Muslims as India was enslaved by the Mughals, is exploited to demonise and condemn the powerless Muslim population of India . The threat perception carefully etched upon the popular mind is so vivid that it appears real. There is no limit to which this cannot be exploited for periodical bloodletting of the Muslims for asserting the prowess of the ruling combine. This has been the biggest single cause of violence in India since 1947.

The nature of the ruling combine becomes the pivot on which its policies have turned. From times immemorial the ruling combine has been ‘red in tooth and claw’ and has always sought a violent solution to all its social, religious and political problems. Mahabhart or the great war was fought between cousins because the ruling set not only refused to admit the justified claim of the deprived ones to rule although it had perfect legal justification, but also refused to yield them mere five villages for subsistence. Millions are said to have perished in that war. The combine under Shankaracharaya usurped the Buddhist kingdom by murdering the last king. After consolidation, it violently uprooted Buddhism from India by killing the defiant Buddhists and destroying their places of worship. In 1947, it preferred violent upheaval and vivisection of India to sharing political power with the Muslims. Since 1947, the combine has killed more persons by state violence than were killed in the thousand years before 1947.

In recent times, the Sikh people, who have done more for India and for a longer period than any other group, have been similarly demonised and dubbed as terrorists. In 1984, it suited someone to consolidate her waning political power by emerging as Durga the demon killer. The Sikhs were selected for the role of demons as they were a miniscule minority and had no outside support of any kind. They made themselves available for such a role by agitating against the injustices meted out to them and the rest of India as, for instance, in imposing the emergency in 1976-77. The Sikh bloodletting consolidated the dynasty and returned the pilot grandson (Rajiv) to power with a bigger majority than the grandfather (J. L. Nehru) or his mother (Indira Gandhi) had ever been able to muster. The blood of the Sikhs proved to be a goldmine for power seekers. So the heat has been kept on the Sikhs for the last quarter of a century. Even the Sikh prime minister of India is deriving the vicarious pleasure out of Sikh baiting since he knows that he becomes more popular with every measure of injustice he perpetrates on the Sikhs. He knows full well that the Kanishka aeroplane was destroyed by the agents of the government of India yet he bent over backwards to fasten the guilt of the monstrosity on the Sikhs. He has refused, rather crudely and threateningly to revise the so called blacklist of Sikhs barred from visiting India , their holy land. “Blacklist” is apparently a euphemism for those living abroad who have been permanently cast out from India . This has been done purely arbitrarily and has been done in the strictest secrecy. The lists are neither made public nor have they been submitted to the scrutiny of the courts. The existence of these lists is a convincing proof that the Sikhs receive a short shrift in India and that they are a colonised people who are not masters of their own destiny. Putting a people in such a situation is conducive to nothing else but conflict promotion – the potent cause of large-scale violence in any society.

Under the delusion of owning the country, the ruling combine is apportioning the fruits of the land for itself. The Maoist movement in India owes its origin to this exploitation. It is now universally recognised that the exploitation of the considerable mineral wealth of the central Indian tribal areas is the direct cause of the Maoist uprising. While the people of the region remain in abject poverty, billions of dollars worth of metals are mined in the region and all the money goes to the ruling combine. It was revealed this year that a person who remained the chief minister of Jharkhand for two years is worth four thousand crore dollars. He had been a poor man before. He had no ostensible source of income but today owns mines in Africa and has every imaginable kind of property in India . People of the region do not understand why the ample gift of mother earth passes over the inhabitants and rains prosperity only on outsiders. The situation is tailor made to invite revolt and violence.

A similar situation had developed in the Punjab in 1978. Punjab ’s most important natural resource is river water. According to the prevalent national and international law it belongs only to the Punjab . Yet it is drained away to the neighbouring states with overwhelming majority of the population belonging to the permanent cultural majority. It roughly deprives the Punjab of at least 136 thousand crore rupees annually. It was on this issue that the recent political unrest in the Punjab had erupted. It eventually led to the use of the armed forces to suppress it. The injustice continues. I will not be surprised if this issue becomes the central point of the Maoist uprising for scarcity of water has impacted the farming community that comprises 80% of the state’s population, adversely. The law and order machinery has for long been apprehending the eruption of Maoist unrest in the Punjab .

Of certain states of India , the reverse is true. Kashmir for instance, is prevented from generating hydro-electrical power. To a layman it appears that it can generate enough electricity to sell it at cheap rates to half the states of India . It would then be one of the most prosperous states of the union and not the poverty stricken hovel that it is today.

The so-called cultural unity that is much talked about is a cosmetic proposition, a nebulous concept and is not an objective reality strong enough to hold the country together in difficult circumstances that prevail in the country today.

Remedies

The situation is obviously very complex. Since, the problems are man-made, those are amenable to solution. Debriefing humankind for the purpose of re-educating it on the theory of “one people one nation,” is necessary. It will have to be a long drawn process and can begin even today. This need not hold up any other remedy we can think of.

The media in India is so manipulated that anything even remotely connected with the real interest of the masses, fails to get proper attention. Media reform is the most important measure that can severely limit violence in the body politic of the country. Truth is the most effective remedy, the most soothing balm. Were it to become known that certain groups are being put to guillotine just to secure the vote bank of the ruling combine, to preserve a dynasty, to provide cover for the loot or to satisfy the bloodthirsty nature of the permanent cultural majority, perhaps many right-minded people could be found all over the world to stand up for sanity and peace. This can be ensured either by making the media truly free or by giving free access to the free foreign Media in India . The tendency of the foreign Media to sacrifice even justice for commercial interests notwithstanding, a clearer picture would start emerging. At least a people who have an urgent need to be heard will start getting their voice back. In every state of India , there are a people like the Sikhs whose suffering must be related and must also be acknowledged. It is a terribly gnawing feeling that the rulers can spread any lies about you, can decimate you and can destroy your holiest shrines at will without the world ever getting to know the truth. For those who believe in the magical powers of exposure, fiercely free and closely focussed media is the panacea for many ills of the country.

In India we will require the setting up an international authority to supervise the reorganisation of states into viable administrative units to be administered in accordance with the freely adopted written constitution confirming strictly to democratic standards. When matters come to discussion and dialogue, I hope the Sikh people, brought up on the wonderfully relevant teachings of the Guru on the subject, will have a substantial contribution to make to the emerging universal consensus. Such reorganisation may appear to be, again a tall order, but to preserve the present system is to invite a civil war at the least and abject slavery for the masses at worst. Clearly, both of these options are unacceptable.

The key to prevalence of peace and tranquillity in India is the control of the military might of the country. India needs to so reorganise its military might as to provide its control to several regions. That may be the only way to empower each region so that it can resist oppression of the other. There is a strong case for giving absolute right to all federating units to have their own standing armies. This arrangement could act as a barrier against aggressive misuse of the armed forces by the central government. It will also ensure better defence of the country. One of our most decorated soldiers, General Harbaksh Singh, has written in his memoirs that orders were given to him during the Indo-Pak war of 1965 to pull back to the river Beas . This would have meant leaving Amritsar , one of the holiest Sikh shrines at the mercy of the advancing forces. In June 1984, however the India ’s armed forces attacked the same shrine and did whatever it had expected the invaders to do. Both the situations suggest that the control of the armed forces by the federating units is conducive to the elimination of conflict between the centre and the states in India .

There is an immediate necessity of having an effective conflict resolving mechanism. The Supreme Court of India has shown again and again that it is incapable of protecting the vital just interests of the Sikhs and the constitutional interests of the Punjab . Matters pertaining to river water, the scrapping of the inhuman law already struck down by the High Court, protection against outright aggression when the Sikhs were assaulted in large numbers on the Haryana roads and of course the Delhi massacre of the Sikhs in 1984 that happened under the very nose of the supreme court, the court found its shoulders too weak to bear the burden of dispensing justice. When a petition for investigating the totally unjustified attack on the Guru’s Darbar in 1984, came before it, it illegally refused to pronounce upon the matter on merit. It is certain that there will be several other identities that will have a list of similar grievances. Justice at that level is perhaps not on the agenda of the judiciary. If suitably constituted, the proposed conflict resolving machinery may be able to tackle injustice to a people better.

This kind of machinery in every state would greatly help the oppressed all over the world and will ensure peace and tranquillity more effectively than even the peace keeping forces of the UNO. It may be easier to push it through.

Two commonly misunderstood, vital pronouncements of Guru Gobind Singh

It is possible to point out some words and phrases, misunderstanding of which have altered the beliefs of millions of people for very long time and have thus altered human behaviour and may be, even the course of history. Sometimes deliberate interpolation with a view to misleading has achieved the same result. It is believed that the diabolical practice of sati or widow burning owes its origin to the change of a single word ‘agre’ to ‘agni’ in a crucial word of the relevant Hindu scripture. Many thousands of women over as many years have entered the lighted pyre of their husbands just because a greedy Brahmin priest schemed to replace the word ‘fire’ for the word ‘home.’ Likewise the use of Sarkar as synonymous for Ranjit Singh instead of Sardar (meaning ‘leader’) in the popular Vaar of Shah Muhammad convinced us of our fate and delayed our revolt against the British colonial rule for over half a century. It was left to the great Sirdar Kapur Singh to correct the impression some seventy five years after the Vaar had been written. More examples like “Ashavsthama hato” that altered the course of the Mahabharat war and conversion of Nelson’s last words to “England expects every man to do his duty” had the immense patriotic effect they were intended to have. These examples will suffice to illustrate the theme.

There are entire concepts that have been misinterpreted and have changed, it can be believed, the course of history of the Punjab and the sub-continent. The most recent is the vilification of the Anandpur Sahib Resolution and the gross misinterpretation of Sikhan de bol bale’ that was used by the government of India to deflect attention from the entirely healthy debate that the Akali morcha of the eighties of the last century was supposed to set in motion. There is evidence to suggest that these misconstructions were connived at by a section of the Akali leadership, comprising of collaborators. The intention here is to basically highlight two other distortions of fundamental Sikh belief system that are crippling the Sikh response to situations.

The legend used above my name in this blog, is a slightly abbreviated form of the Tenth Guru’s last words and has been understood to convey the essence of the Guru’s preaching. In its full form it reads: pooja akaal ki, parcha sabad ka, didar khalse da ate sikh bhala sarbat da lochai. My translation of it is as follows: ‘Worship the Deathless alone and accept the Word (of the Guru as dispeller of darkness) as the touchstone of human conduct. Consider Khalsa form to be the ideal (model to emulate). Under all circumstances, strive for the welfare of the entire Creation.’

Jo bole so nihal: sat siri akal is another morally and spiritually elevating statement of the Tenth Guru that has been misunderstood for long. It is not a ‘war cry’ as some believe. It is not a form of greeting though there is no harm in using it as such. It has something to do with a situation of helplessness in which all those who would like the Truth to triumph are invited to join the struggle. In that light its translation would be something like: ‘he who, (on hearing the call of activists in distress), responds in the name of the Deathless, the epitome of Truth and Spiritual Grandeur, shall obtain everlasting felicity.’ The Guru promises every happiness to him, who stands by Truth and God.

How failure to correctly understand these profound words have caused immense harm to the Sikh psyche, needs no elaboration. In today’s world, reaching out to those impoverished by policies of the state, to those being killed by police bullets, to those perishing in domestic violence and those tortured in police custody and so on, can all be deemed to be letting out cries of anguish. Those wedded to Truth, spirituality, divinely revealed ethics and morality must consider whether the Guru’s instructions embodied in the phrases discussed above, are indispensable for correct human conduct.

These interpretations are inspired by the correct reading of our history and our faith. I wish I could persuade our great scholars to ponder over the above suggestions and to guide the future seekers on the correct path that they must take.

Transfer of Power, Tara Singh, re-colonisation and the black under-turban

Having been born in 1947, I grew up in the era politically dominated by Master Tara Singh. Particularly before the partition he was much eulogised by the media. It was consciously building him up into a mercenary to oppose the Pakistan cause and hoped, through him, to pit the Sikhs against the Muslims. The masterstroke of those days was the media myth that he had cut off the Pakistan flag hoisted atop the Punjab Assembly building by the Muslim League. This did help in promoting the Sikh-Muslim conflict initially, but the wisdom of the Sikh leaders in not using the liberal supply of arms to them to kill the Muslims fleeing to Pakistan, minimised the violence in the circumstances. Some papers kept up the accolades in favour of the Master even after 1947, but the better informed among them did not. They even turned against him and the Sikhs. Taking their cues from the ‘prayer meetings’ of M. K. Gandhi and the proceedings of the Constituent Assembly, they started building the Sikhs into monsters supposedly capable of doing immense harm to the permanent cultural majority (pcm) which the Sikhs began seeing as a new and more oppressive colonising power. Tara Singh was often represented as a person opposed to the pcm and as one working to break up the country with the intention of creating a Sikh state.

Later at the crucial time of his career when he was being assailed by the Jalandhar press on one side and the new Akali leadership sponsored by Mohan Lal Sukhadia, the chief minister of Rajasthan on the instigation of Jawahar Lal Nehru, the prime minister of India on the other; Darbara Singh, having pretentions to being an amritdhari Congressman, came out to accuse him of conspiring with Pakistan for the establishment of a Sikh state. It then became better known that the wheel had turned a full circle for the Master. Those whom he considered enemies were projected as his friends and those who had camouflaged bitter enmity behind friendly masks and had reaped the harvest of his folly, had thrown off all deception. They had put on a permanent scowl on their faces. M. K. Gandhi had became the pivot and had pumped as much hatred of the Sikhs into the psyche of the new nation as he could muster – when it came to spreading hatred, his capacity was infinite. He was a consummate master of the game of deception and as the representative of the pcm, he upheld the philosophy of hatred that had been sharpened for centuries at the stone of the so-called untouchables. Consequently, hatred of the pcm for the Sikhs was palpable in the atmosphere. At such a time an aggressive Sikh leader rearing to take the bull by the horns built up his own charisma as he went about. The Master rode on the equally strong Sikh wave of distrust like an accomplished horseman and built himself into a messiah of sorts. Punjabi poets were suddenly delinked from the cultural milieu they were used to and found patronage of sorts only in the Sikh circles of which the Shiromani Akali Dal led by Master Tara Singh was the most prominent. It became imperative for them to project Tara Singh as the last hope of the Sikhs in the most hostile land that India had suddenly turned into for them after 1947.

Before I ever saw Master Tara Singh in person, I had started subscribing to his magazine Sant Sipahi. I first met Master Tara Singh in the house of a relative in Muktsar where he had come for a public meeting. I considered meeting him quite a privilege. I took photographs of him with my father and younger brother. He sat chatting there for some time and thereafter left. I developed the film myself at the school photographic club and printed it in many ways providing several kinds of margins. A year or so later I went to Amritsar to pay respects at the Darbar and also met Tara Singh in his office which was within the Darbar Sahib premises. He was sitting on a string-cot and writing letters. A small tin box from which he was drawing his writing material was lying next to him. I took a photograph of him. It turned out very well and came to be much used. This was the year 1960 when he was preparing for a big battle ahead. I offered my services for what they were worth. He looked at me very kindly and advised me to first finish my education and then think of such things; ‘otherwise the people will think that you were afraid of facing the tenth class exams and had strayed into politics. Finish your education. Do well in all the examinations and come to me after that.’ I hardly knew anything about the travails of political life but had a desire to be seen in the service of the people. I have thought much about the incident since. A lesser person would have grabbed at the opportunity of gaining an unpaid servant. I remained ever grateful for the sound advice that he had given me on the occasion. It enhanced my respect for him.

There was a poetry recitation session in the school hall to which several Hindi poets had been invited. This was during the days when the Master was talking about the Punjabi Suba in all seriousness. I had noticed a lot of hatred for him and for the Sikhs in general in the air. I had to face jeers and hostility on many fronts. At the Ambala railway station the clerk issuing the tickets had treated all the Sikhs in the queue most contemptuously. He made us all step aside so that he could issue tickets to the Hindus first. He ignored my requests to do so in turn because I and my younger brother were in the danger of missing our train to Dehra Dun and had nowhere to go. He turned to everybody in general and said, ‘look at these Sikhs! They want a Punjabi Suba and also cannot do without a railway ticket.’ I did not quite see the logic he was trying to propound but had to comply with his orders. During this period, I found that my best friend of long standing at the school, who was a Dogra from a well-educated Jammu based family, had suddenly turned against me most virulently. This was one of the experiences of my childhood that left me completely confused about human relations.

Most of the poets at the recitation evening were very sensible but several were seen to be taking pleasure in ridiculing the Sikhs. One who drew the most applause from the audience of which some school boys were a part, earned it by comparing Master Tara Singh to a donkey. In western culture this animal is assumed to be very wise but on the Indian sub-continent it is presumed to be low on intelligence. I was amongst the few Sikhs in the hall and I felt utterly helpless and thoroughly insulted. The short shrunken man who made the comparison, was perhaps a chain smoker, for he went out quite often and was seen puffing away at cheap, foul-smelling cigarettes. No elevated or decent thought was to be expected of such a person, but we did feel isolated and disgusted. Particularly painful were the merry outbursts of our schoolmates. More than anything else, we were surprised since this aspect of their personality had always remained hidden from view. We at once understood why our leaders were trying to carve out a niche to safeguard the Sikhs from being inundated in the sea of hatred welling up all around. The prevailing situation must have turned many inside and outside that hall, into strong supporters of Master Tara Singh. When on the early morning of August 15, the day the Master was to start his fast-unto-death, I went to the gurdwara to pray for his wellbeing, I was in a way seeking revenge for the behaviour of that despicable poet. A mixture of such emotions in such an atmosphere must have turned many into supporters of the Akali leaders, as the most tangible justification for their cause was being generously served out to the people at large by every aggressive representative of Hindudom.

I was also swept away by the Master wave, like, as I imagine, everyone else was and wore my blue turban as a mark of honour commemorating the sacrifices of the Akalis. Historical facts to the circumstances leading to the partition of India had not started appearing though the partition itself gave rise to much emotional outpouring in literature. I confess that I was duped by his stance aimed at defending the self-respect of the Sikh people, was bludgeoned by his rich rhetoric replete with graphic depiction of touching scenes from Sikh history and never even imagined that the Master could have betrayed a trusting people whom he led. His ineffectiveness at the time of partition, when the destiny of nations was being carved anew, was disappointing. His followers swept even that failure under the carpet. I attended on him when he was in the PGI at Chandigarh during his last illness. I was one of the two or three students who readily donated blood so that the operation he was to undergo, could take place safely. I thought I was returning, in my own humble way the sewa he had performed for the Sikh people. I visited him almost every day and took him out of the hospital for an evening walk to the barren expanse of space named Rajindra Garden. His death profoundly saddened me, I tore a piece from the black sheet that I used for trick photography and wore it as an under turban - a mark of mourning.

There had been a revolt against him under the leadership of Fateh Singh and Channan Singh. They were not very pleasant personalities and were not likeable as persons. There was much about them that was despicable. They seemed such a contrast to the ‘self-sacrificing’ Tara Singh that nobody in his senses would have liked them. The great Sirdar Kapur Singh squarely hated them. I disliked them no less; because they were opposed to the Master, contributed much to the quantum of my dislike. I disliked them also because I suspected them to be enemy stooges, now we know that they were that and much more.

Tara Singh was also a master communicator. He wrote abundantly, spoke all the time and issued statements on every issue with which he perceived his people to be concerned. He had his own press that took care to publicise every word he spoke. Besides this, his position was such that everyone had to take notice of what he said. He had a captive audience, mainly in the urban Sikhs who in particular owned him up. He used all these advantages, to propagate himself, instead of disseminating ideas of social uplift. He projected his own image as a fighter for the rights of the Sikhs and blamed others for his failure at the time of the partition. There was hardly any option but to believe what he was keen to pass on as information about his role. Eventually, he became a victim of his own propaganda and wrote the same thing in his last will and testament that I saw him writing during his last days in the hospital. He was proud that he had never misled anyone in his whole life but people had deceived him. ‘Getting deceived is no sin but deceiving is’ was his conclusion. At that time, I did not suspect that the Master was trying to deflect attention from his misdeeds.

On the Master’s death I wrote his obituary. It was a good tribute. It brought out the best in him and was garnished with a bit of emotion as all such stements should be. It was carried by his paper, the Jathedar published from Jalandhar. I appended some of his last photographs. I later published a few of them in one of my books. During these forty years nobody has shown interest in his last photographs. Even his family, some members of which were personally known to me, including his daughter Bibi Rajinder Kaur, never so much as asked to have a look at them though she visited my home several times before her unfortunate assassination. The usual tributes were paid to him by those associated with him, but to this day he remains unclaimed by and large. None cared for his political legacy. An insight into the phenomena of such negligence was not possible until Sirdar Kapur Singh’s Sachi Sakhi came out in 1973-74. It was a soulful account of the failure of the Sikh leadership in the pre-decolonisation period. It was a serious study and exhibited the Master in a bad light. It was a gripping book that made a painful reading and left a powerful impact. It mentioned several minor misdeeds of the Master and hinted at major ones. It was limited in its scope and the most heinous crimes of our leaders did not come within its ambit.

While preparing the expanded version of the Sachi Sakhi, the Sirdar asked me to write what I thought of Fateh Singh. What I wrote is verbatim preserved as an annexure (kouoo hario boot rahio ree). He was very happy with it and further asked me to write something on similar lines about Master Tara Singh. I refused. It led to a verbal duel. Kapur Singh and I remained ‘on not-talking’ terms for many months. The greatness in the Sirdar asserted itself and he took the initiative to restore normalcy in mutual relations. We patched up over a cup of tea and some traditional sweets that Surinderpal Kaur served. He was always critical that in serving those kind of sweets (laddu, jalebi balushahi, shakarpara) she was presuming him to be a rough rustic but all of us knew that he liked them the best. It was the expanded version of the Sachi Sakhi that appeared in 1979 that brought to notice the serious nature of the sins that the Sikh leaders had committed at the time of the partition of India. He was critical of the Master but stopped just a step short of denouncing him outright. There was no doubt that his personal loyalty to his teacher at school had held him back. It was a noble emotion and much becoming of the Sirdar – anyone will concede that. That was perhaps why he wanted me to do the butcher’s job. I did not have enough evidence at that stage to do it.

He had by then thoroughly exposed the Hindu Congress leaders in his speech in the lower house of the country’s parliament. He had assailed them on facts and brought out their immorality in violating solemnly made promises in defiance of the moral rectitude prescribed by their own scriptures. This was a serious and provocative indictment and would have sent the hostile parliament flying at his throat had he made even a shadow of a mistake. As Sikhs we have not had many friends in that legislative body. Such was the power of the truth he was uttering on the occasion that none dared to contradict the Sirdar and none had the facts to counter his statement. This speech was made a part of the Sachi Sakhi. It drew the requisite attention to the other party, focussed minutely on what they had done and by that very act helped to camouflage the doings of our leaders. Master Tara Singh was most severely criticised in the book, but his actual misdeeds still remained to be brought to light. In a manner of speaking the book was truly like a bikini, it revealed much but hid the essential in relation to the Master.

It however performed the function of persuading people to suspect much and to look for more. During these days, the Punjab government, at the behest of Sardar Atma Singh, formed a Master Tara Singh Trust. The statue of Master Tara Singh, now installed at Delhi was commissioned by this trust. I was appointed one of the trustees. I read many of the Master’s speeches, articles, letters, memoranda written by him and his public statements as a functionary of the Trust. I made a thorough analysis of his addresses to the annual Akali conferences and so on. I was shocked to find an utter lack of conviction in his professions and was stunned that he had several times proclaimed that his political agenda was decided by his opponents, in reaction to whose utterances, he charted his political path. I needed to know more. The behaviour of the successor Akalis, who were my contemporaries was not very re-assuring either. Their political wisdom and concern for the people they represented left much to be desired. The tradition of deceiving the people, that had reached its lowest depth (until then) was still being followed. At this stage I lost all respect for the Akalis and stopped wearing the blue turban that I had always worn until then. It was painful to be disillusioned but the realisation came as a powerful impulse that was difficult to resist.

One of his grandsons sent me a copy of Khazan Singh’s book. The author had been greatly interested in Sikh affairs and had functioned as a magistrate in pre-partition Punjab. He accused Master Tara Singh of financial irregularities. The evidence cited was convincing. It left the Master’s image much damaged in my mind. Financial honesty had been the strongest argument of supporting Master’s leadership. Financial honesty was the least that was expected of people’s representatives. In the Indian conditions it implied that the person abiding by it was in politics for the love of the people and not for the love of the lucre. It became difficult to go on cherishing his memory despite the exposure. I wish our leaders knew what agonising moments their ordinary followers have to suffer when their sheepskins fall off revealing wolves’ clothing.

All his life the Master had taught his followers one effective lesson: namely, that the Sikhs could not have obtained a sovereign state of their own in 1947 because they were not numerically dominant in any extensive area in the Punjab. The Sikhs had accepted his logic by and large. Then came the formation of Israel. Tara Singh was cooling his heels in one of the re-colonised Punjab’s prison when it dawned upon him that there were other valid principles on which a state could be founded in the modern age. In his biography written by his son, the Master confessed he came to know of other possibilities only after he contemplated on the emergence of the Jewish state in a land in which almost no Jew lived. It now seemed that the person who claimed to be the sole (wahad) Sikh leader and alone competent to decide on the destinies of a nation was not all that all-knowing as he pretended to be. The ‘intellectual giant’ who flouted his status by not consulting the people whose destinies he was about to mortgage to the sponsors of a culture hostile to his own, actually had feet of clay. He did not even know the elements of international law, neither was he aware of the developments that had been taking place in the neighbourhood. In his arrogance he had defied the Guru’s instructions of collective responsibility and the obligation to consult the congregation as that alone legitimises leadership. After his confession there was no way in which anyone could support his act of dooming a nation for want of awareness, particularly after striving at every legitimate and illegitimate means for remaining at the helm of affairs.

There was only one hope left for salvaging the tattered pieces of his image as a leader. Everyone concerned about doing so hoped that he had not deliberately surrendered the unique status of the Sikh nation for any extraneous consideration.

Sardar Karnail Singh an associate of Dr. Sohan Singh gave me a book written by his brother Ram Singh who was obviously not a very good writer. His style can be described as somewhat simplistic with every feature of a novice to the job stamped on every page. But it drew the reader’s attention for the naked truth it depicted about Master Tara Singh. He alleged that well before June 2, 1947, Tara Singh had succumbed to the pull of his ancestral faith and had come to a private understanding with J. L. Nehru to keep the Sikhs within India. We cannot say that the agreement was unconditional and Ram Singh does not help us on that point. Perhaps it was not without the implementation of political promises already made to the Sikhs by the Hindu Congress leaders including Gandhi. They certainly had talked of constitutional safeguards. Nevertheless, this was a mind blowing revelation. Ram Singh had researched it much in the manner of doing so known to him. His methodology was not perfect but his intentions were clear and honest to the core. The emotional intensity of his hurt at the betrayal of the Sikh people by the Master was kneaded into every sentence that he had written.

His thesis is that Master Tara Singh remained a Hindu at heart, conspired with the Hindu leadership to obliterate the Sikh identity, to place the Sikhs under the Hindu rule and that he did all this clandestinely. He quotes a statement of Master Tara Singh to the effect that he had settled everything with J. L. Nehru. Tara Singh kept up the facade of Sikh independence and never stopped issuing anti-Hindu, anti-Muslim statements to hide his misdeeds. He completely frustrated the British design to provide constitutional safeguards to the Sikhs. The crucial date was June 2, 1947, when without consulting any one, he agreed to the partition of the country between the Hindus and Muslims. He left the Sikhs high and dry although he had been advocating their cause for several decades since then. Such advocacy had been the key element in his acceptance as a leader by the Sikhs. He betrayed his community boldly because he knew that government papers would be revealed to the public only after fifty years. The evidence presented by Ram Singh is sufficient to sustain the hypothesis he has propounded.

A person reading the history of the period dispassionately cannot miss the significance of June 2, 1947. Up to that date the Sikhs had been taken to be the third party entitled to a share in the sovereignty of India. The Dalits under Ambedkar were the fourth party but they surrendered their right after the Poona Pact with the Congress. Dr. Ambedkar, who is highly rated as a fighter for Dalit rights, meekly surrendered their right to inherit political power in return for a few crumbs in the shape of reserved seats in the legislatures and services. Maintenance of the Sikhs and Dalits in the reckoning was squarely the contribution of the British government that was trying to be fair to the people of India on at least the issue of inheritance of political power. On June 2, 1947, the different parties were to finally state whether they agreed to the partition of India. It was implied in the very proposition that something else would be worked out if that was not acceptable. M.K. Gandhi, J. L. Nehru had already agreed after the interim government failed to work smoothly, that the Muslims were to be thrown out of India and into Pakistan, the word coined for that country by the Hindu Press of Jalandhar. Even at an earlier date, M. K. Gandhi had conveyed to the British government in an interview to a journalist, that the partition was inevitable. The understanding with the journalist was that the interview would not be published but would be brought to the notice of the high ups in the British administration. After the failure of the Cabinet Mission Plan and the observance of the ‘direct action day’ the Muslims had also irrevocably decided that they would be safe only in an independent country.

June 2, 1947, was a day fixed for the Sikhs only. Had the Sikhs said partition of the country was not acceptable to them they could have carried the British administration with them and could have ended up at least getting ‘feet of their own on which they could have walked back into history.’ They could have resumed the march that was interrupted in 1849. It would not have been on so grand a scale, it still would have been their own march on their own feet. The Hindus and the Muslims, despite the decisions already made, were treading very cautiously. All their decision makers had been invited to Delhi and to assist their leaders. That was not done by Master Tara Singh and the Sikhs. The Master arranged no meeting of the Panthic Board that had been constituted precisely to deal with a situation of this kind. Baldev Singh, a novice in politics, was advised or directed solely by Master Tara Singh and his associate Giani Kartar Singh. When Nehru went to the Viceroy’s office to agree to partition, he claimed that he was speaking also on behalf of the Sikhs. The Viceroy did not accept him as a Sikh representative. Consequently Tara Singh, Giani Kartar Singh and Baldev Singh were called in. Mountbatten asked them whether they agreed to the partition of the country and they readily agreed. He asked them again and again and they repeated their commitment to partition. Eventually, in desperation, he called for the map of India and drew a bold line to tell them that if they agreed, their nation would be divided into two equal parts between India and Pakistan. They still agreed and sealed the fate of the Sikhs. Mountbatten must have pitied their short-sightedness. The specific instructions of the British government to Mountbatten to do his best for the Sikhs were nullified by our Master Tara Singh. He valued his commitment to Nehru, the Hindus and not to the Sikhs whose leader he was.

I go along basically with Ram Singh when he talks of Master’s understanding with Nehru but there are some slightly jarring notes that militate against total smooth sailing in accepting the idea. The Master did not provide for the exchange of population which could have been the most important element in such an arrangement. The other difficulty is presented by the fact that just as he nominated Sikh (actually his own henchmen) representatives to the Indian Constituent Assembly, he also appointed Ujjal Singh and Giani Kartar Singh to the parallel Assembly in Pakistan. It is possible to conclude from this that he was unaware that the situation would change so much after 1947. In the heart of his hearts he believed that the Sikh people would resume normal life on both sides of the border after de-colonisation. He appears to have discerned no particular finality in the act of June 2 and 3, 1947. Perhaps he thought he would have many chances to rectify the blunder he was committing. Like Hippocrates of old he had “danced away his wife” (chance of making history), but unlike Hippocrates, he did that unconsciously. He was in a stupor of some undefined kind. The question that his supporters will always have to answer is ‘whether he plunged headlong into the greatest blunder of his political career without giving it a thought’? Was he so naïve that he handed over his flock to the butchers without a consideration?. He was often compared to biblical prophets during his lifetime. His final act would make him into a Moses had that prophet delivered the Jews back to Ramses on the shore of the Red Sea. Sadly, it was not reserved for the Master to ask the waves to part and make way for the Sikhs. Whatever it be, the long and short of it is that he was unable to muster statesmanship of the high order that was required to take appropriate decisions. Since he lacked it, he was rendered incapable of salvaging the situation, as for instance Sheikh Abdullah had been able to partly redeem himself later. He placed no trust on the robust common sense of the Punjabi which had enabled their country to weather many a storm in the past. He just depended upon the cleverness of a petty roving trader who hopes to drive a lucrative bargain during his next visit to the same spot. He did not realise that he was playing for high stakes, the very destiny of a civilisation was in the crucible. Everything depended upon his saying ‘I do’ agree or ‘I do not agree’ to the partition of India between two warring religious communities. One must lament that the master failed and that by consulting none other he volunteered to take the entire blame upon himself. So be it!

It was after reading Ram Singh’s book that my symbolic mourning for the Master and the respect for his person, ceased altogether. I did not remove the black under-turban from my person but certain it is that it was not a symbol of mourning or respect any longer. When he was disillusioned with the secularism of the Indian National Congress, Sardar Jagjit Singh (Sikh Revolution), said, ‘in my mind I discarded the coarse hand spun cloth though I continued to wear it.’ I also did something similar.
